Carol Holahan

Carol Holahan has joined Foley Hoag LLP as counsel in its Energy & Cleantech practice. She is resident in the firm’s Boston office.

Holahan will focus on advising regional generators and other participants in the wholesale and retail competitive electricity markets on regional policy initiatives, changing environmental regulations, decommissioning and sale of plants, and matters pending before the Federal Energy Regulatory Commission. In addition to concentrating on traditional fossil fuel generation, her practice will also include renewable energy resources.

"Carol will be a significant asset in helping our clients navigate the ever-changing laws and regulations pertaining to energy and clean technology," said Foley Hoag Co-Managing Partner Jeffrey Collins. "We welcome her to the firm, and look forward to the continued growth of our acclaimed Energy & Cleantech practice that has become a national leader in advising both existing and emerging technology companies, investors and developers across the energy and clean technology sectors."

Holahan is also experienced with matters involving legal challenges to new or existing laws and regulations, environmental permitting, facility siting and assessment or limitations of liability as a result of the sale or retirement of generating facilities.

"Given her extensive background in government affairs and policy advocacy, Carol is uniquely poised to provide sound, strategic advice to our fossil fuel energy and clean technology clients," said Kevin Conroy, partner and Co-Chair of Foley Hoag’s Energy & Cleantech practice. "We are very pleased to have her join the firm, and look forward to utilizing her wealth of industry knowledge and insight."

Foley Hoag’s Energy & Cleantech practice has successfully counseled hundreds of traditional energy resources as well as cleantech clients at every stage of their business growth through an array of activities and transactions. These include corporate and venture financings, mergers and acquisitions, project structuring and finance, energy regulatory and environmental compliance matters, strategic partnerships and joint ventures, tax issues, intellectual property and real estate.

Prior to joining Foley Hoag, Holahan was the Senior Director of Government Affairs at Dynegy Inc., the largest generator in New England and one of the largest power producers in the country prior to its 2018 merger with Vistra Energy. Before that, she served as Director of Government Affairs for the New England Power Generators Association.

Holahan received her Bachelor of Science degree from Georgetown University and her Juris Doctorate from Suffolk University Law School.
