The New England Employee Benefits Council (NEEBC) presents “The Continuing Evolution of Medical Payment Reform” a Benefits Club luncheon on Tuesday, July 19.  The event will feature Dana Gelb Safran, Senior Vice President for Performance Measurement and Improvement at Blue Cross Blue Shield of Massachusetts (BCBSMA).

An expert in performance measurement and payment reform, Dr. Safran has been involved in the development of global budget models at BCBSMA – and in the scientifically rigorous evaluation of these models – and has helped fuel local and national momentum toward value-based payment.  During the session she will:

• Provide a short history of the BCBSMA Alternative Quality Contract (AQC), discussing why it was created, how it works, and the results achieved – including its impact on cost, quality, health outcomes and delivery system change.
• Explain how BCBSMA has translated the global budget quality contract model to include provider accountability for PPO Plan members, including the multi-year effort to develop and validate a claims-based attribution model; and how the Blues system-wide data exchange and infrastructure developments are allowing payment reform to work for multi-state and national businesses.
• Discuss continuing efforts, locally and nationally, to develop consensus on key methodologic elements of population-based payment models, including patient attribution, provider performance measurement, financial benchmarking and data sharing, to accelerate adoption and success of payment reform.

The July 19 program will be held from 12:00 to 2:00 pm, with lunch and networking from 12:00 to 12:30, at Ropes & Gray, 48th Floor Prudential Tower, 800 Boylston Street in Boston. Free parking will be available in the Prudential garage. NEEBC is recognized by SHRM to offer 1.5 Professional Development Credits (PDCs) for the SHRM-CP or SHRM-SCP.
